Ichibei in the default CV battle rules (no PIS/CIS, no Bloodlust) because Naruto isn't going to blitz a guy he doesn't know anything about while he's in character - and one tag from Ichibei is all that it'll take to hax Naruto into an 'ant'.
Naruto out stats imo but it's the default conditions that get him the L here.

Naruto has never blitz'd a random character before outside of maybe the war arc? If he met Ichibei randomly with no prior knowledge; he's not going to go all out immediately.

He pretty much always opens with a kill-shot or he'll do something to get the opponent in the position for a killing blow. I don't get where people are getting the idea that he's gonna waste anytime putting ichibei down.
This matchup really isn't that difficult, the actual fact of the matter is that Ichibei solos Naruto and Boruto, for one simple reason.
He controls black.

He just one-shots and conceptually erases anyone in Naruto the instant the fight starts if he wants to. Still wanna argue range?

He even controls black 100 years in the future, this matchup and anyone with a hint of black on their person gets conceptually erased and one shot by Ichibei, and he fodderises the verse as a result.
Naruto is already tagged and gets conceptually erased regardless of whatever asinine argument you conjure up the on-panel feats trump them.

If your only argument is speed (which it is), you have a LONG way to go because there are other FTL reaction feats on the way :)
