Boros takes it thanks to regen and far better h2h capabilities, though meteoric burst will definitely be needed. He also scales above Psykorochi and Tatsumaki, who after their most recent feats would be firmly in god tier territory in Naruto.
If it comes to it, CSRC gives him the win.

Boros is a surface-wiper (multi-continental-moon lvl) and he dies and expends all of his energy when he gets to that point. Assuming he gets that far, Naruto can power through at his strongest, like in The Last... so yeah, he wins though Boros' regen will be tough to get through.

During Saitama vs Geryuganshoop Murata said that his rocks fly at the sub-light speed and says "In Saitama's eyes rocks at sub-light speed is nothing, it's like a bad joke." and considered Boros strong.
Naruto only gets to FTL arguably is in the novels, and even then we don't have a distance and it's stated he's = to a normal civilian iirc.

Ok, strong doesn't always mean fast. Like to Flashy Flash, he said that "You're kinda fast", but instead to Boros he means he's strong in power.

He gets FTL in the anime and manga too, with dodging Light Fang (I can provide evidence if you feel iffy on the feat), and then dodging a photon particle in a novel feat.
50/50 depends on what I'm arguing for LF. Cause you can say he dodged Madara's head turning or use the anime and say he dodged the LF.
The photon one is more meh since we don't know how far away it is, he's on a bike the whole time, and if he was this fast why not just blitz them?
The actual original source should be of use, though guidebooks are usable. The problem here is that the data book and guidebook statements contradict the original source, with all varying results of 'Collapsing Star, Roaring Cannon'... so I'll use the manga feat, lol.

He wasn't going all-out though necessarily but was indeed trying very hard to put a stop to Toneri. The chakra did shift into his hand, but not all of it that was in his body. Nothing concludes that.
Why wouldn't Naruto be going all out?
Naruto has more ways to win than TSB, and it comes down to when Boros releases his Trump Card of CSRC. He can just overpower it with his fist easily.
Hard to say if it's his trump card, I would consider the form his trump card since the heat they were releasing in their fight(Boros vs Saitama) was melting Boros ship and likely can dab on Naruto with that alone.

That's not how it works; We use the lowest end because it's the most plausible, and the range from multi-continental to planetary to star lvl is insanely great between each busting tier.
I mean, nothing states he was going all-out. He had Hinata right there and wasn't trying to get her killed, but he was definitely doing it for the sake of the Earth.
Collapsing Star is said personally by Boros to be his trump card iirc, and it's his most powerful attack, LOL. The feat of melting the ship is nothing next to surface-wiping but should be around country lvl alone.
I personally will not concede that Boros wins, especially since... well he just doesn't by all accounts of feats and statements, etc. Good debate unless you want to continue...?
PS and Garou are apparently the fastest atm I think.
