Not at all I would say, we have moments proving that exist difference between the types of durability in DBZ, Frieza for example wasn't even bothered by Vegeta's Ki Blast

Goku and Piccolo resisted Raditz's punches and attacks, and this same Raditz is regarded in one databook as possessing 1500 of PL which is even superior to Piccolo's SBC.
Goku survived his Ki blast and yet Piccolo's SBC pierced both him and Raditz
You can also argue that Raditz's PL is 1200 based on Nappa's statement, but at some time ago Kaizenshuu gave some interesting info, which according to them comes from Akira Toriyama, regarding Raditz and the Saibamen

I will not bring moments from later the Frieza Saga cuz following feats, the ones at or above Frieza's Level are obviously stronger than Naruto physically and that's not something that I would deny I and personally consider myself a Naruto fanboy though.
After all, there is such a thing as attack potency, AOE doesn't always correspond with the strength of an attack.

Yusuke proved to be stronger than someone who can destroy a planet with only 1/5 of his full power.
That's why Yusuke would solo stomp both Goku and Boros.
Give Yusuke also Naruto as a team mate, and the two of them would defeat even a stronger version of Goku , Boros and Beerus.
While Yusuke is a multi-planet buster after the final story arc (yeah, he got additional years of training in the demonic world, even AFTER he had already defeated the casual planet buster from the image on the right side), Naruto's strongest version is at least Star Level busting , or possibly even a universe-buster.
Both Yusuke and Naruto are MFTL anyways, so that's another reason for why they would stomp Goku , Boros, and even Beerus, because 'hakai' energy of destruction is nothing special within the Naruto-verse, in fact, Naruto's Truth Seeking Balls are capable of destroying 'absolutely everything' just as easily as Beerus' 'hakai'.

um actually high end b class demons are island leavel.
Proof? Last time I checked B class were proud of making craters in the ground.
Toguro has some more impressive feats, but nothing even mountain level, let alone island level.
Eos anime yosuke after he became demon king(indirectly) could one-shot 2 s class demons. And tbh,his battle with sensui earlier shouldn't be overlooked as they vape an entire mountain with a single clash plus yosuke casual spirit gun then obliterated a large mountain and they also caused quakes with their fists clashing that also changed the climatic zone of the area they were occupying and most of the demon realm as well.
That was yosuke as a random S class demon without ascending his demon form which after he did later in said battle with sensui, simply one-shotted him. We also see yosuke in the future after embarking on his training to be the next demon king once again one-shot 2 S class demons that were confirmed stronger than him back when he was faced sensui with relative ease.
By scaling,yosuke is easily country level+ and he dwarfs naruto in physicals. He's no non factor smh.
This same logic can be used with bleach characters being country level, yet almost nobody accepts them at that level.
And Beefcake from one punch man has better feats (or at least on par with the best feats) than anyone in Yu Yu Hakusho, is he country level too?
