Add in the G2, G4 multiplications and the Observation Haki improvements since the time skip and he goes faster than Naruto or Ichigo could ever dream.

Kizaru is at MINIMUM Light speeds. Any DF user can train their abilities to be better. We've seen this mentioned several times already and watched Luffy improve his own DF powers.
So it is not hard to believe that Kizaru can go faster than light.

It was only stated that he is LS by the data book and we don't have any confirmation or statement that is is faster than light so i can't agree that he is FTL on pure assumptions

Do you see Naruto, Asta, Ichigo, Natsu or even Goku traveling at the speed of lightning or faster from one point to another? They all got feats above lightning speed yet none of them use that speed to get from point A to point B.
They always gotta travel some distance at a significantly slower pace or got an army of fodder to fight through that some how slow them down, despite they could just speed blitz past them without engaging.
This is a common trope in fiction, especially shonen fiction.

It would be terrible writing if Kizaru, with one of the strongest DFs around, never trained it or tried to go faster than LS. Despite you know him being repeatedly being countered by top tiers like Marco, Rayleigh or Whitebeard who all stopped him or an attack of his. You think at some point he get off his ass and work his DF power.
It is also terrible writing that because of his DF power he ends up slower than others like: Marco, Rayleigh, Whitebeard, etc. Who had countered him and they achieve that speed and ability to counter him by training and haki alone.
It is like people think Kizaru doesn't have haki or cares to train or develop his DF power. That he was gifted this amazing fruit and coasted it up to Admiral status without any hard work.
This, it all depends on how much stronger Ichigo is than Natsu + Naruto and I don't know the answer to that because Bleach scaling in general is all over the place.
