Somewhat depends on how Namor is being written but he should win more often than not since water attacks will actually be helping him, he has vastly superior strength and durability and he doesn't have Chakra for Kisame to absorb.
Kisame should be much faste and also the better fighter but I don't think that's enough to beat Namor in a good day.
