Sigh. He did not bust a county lol. In the subsequent panels, you can clearly see most of the city is still standing and the surroundings. There were hundreds were citizens in the vicinity watching on. He made a large area fold but he did not city bust.
If you're going to misquote me, please do it correctly. I didn't say Luffy busted a country. He made most of Dressrosa fold inward. There's clearly a difference. And the "large area" he folded inward was definitely the size of a city.

Oh you mean other than the King Kong Gun. How about Luffy clashing with Don Chinjao (this one comes straight from my CaV opener, so it's quite funny you should ask).

Busting an ice continent is definitely a city busting feat of strength, and that is gear third Luffy. Gear 4th is definitely at city busting levels.
