What feats does 21 have that put her in the SSG tier? I’m assuming this is moro at his weakest and while he did awful against ssg vegeta he still was surviving. Android 21 fought other people when everyone was at the exact same strength due to the power wave so does she even have a set power?

Neither is Moro. Vegeta and Goku specifically call him a weakling before his power ups.

When he was initially introduced he was actually nerfed from millions of years on imprisonment the Moro we see now is normal strength and he still may have a transformation past even this
