In part it would depend on how much backing Spectre has from the Presence. At full authority - and this being Secret Wars II Owen, I think the battle is a draw. If Spectre is without full backing and this is MM any time past Secret Wars I, Spectre looses.

Spectre isn't powered by the Presence, he's depowered by the Presence on occasions. He has his own power not tied to God, but God may chose to limit that power if he sees fit.
well since its been bumped lol. I'm going to go with spectre. I dont think that owen's powers will be as effective as they are on other less powerful chars but this is just my imo + it seems that the spectre does worse things to people who have done particularly heinous things and owens been pretty bad.
No. Spectre gets beat down by a lot of people. Molecule Man repairs multiverses with a finger and destroys billions of dimensions in a twitch reflex. Sorry Spectre loses on this one.
The Spectre is the eternal manifestation of the presence's vengeance. It has faced threats which have no trouble destroying infinite universes or the span of all time from EITHER ends. I'm not quite up on my MM but even if he can overpower the Spectre there's no way he can destory him. The Spectre has possibly infinite potential as he's directly powered by the presence.
Molecule Man faced PR Beyonder and gave him a fight. Lucifer Morningstar and Michael Demiurgos beat Spectre and Spectre was toyed with by Emperor Joker. PLUS Molecule Man has scans of his feats. Spectre I think has more scans of him having been one upped by someone rather than him showing off his power.
@heymanjack: Lucifer has never beaten the Spectre. His only interaction with the Spectre was a short conversation in Spectre v3. Not that he can't, he just never has.
This just says Molecule Man. Doesn't specify a version. There are versions of Molecule Man who have lost to the Fantastic Four, versions that have lost to Man-Thing, versions that have lost to Sentry, and so on. None of those versions could beat the Spectre, and at any rate I've been told that Molecule Man's powers don't work on abstracts, for instance he cannot affect Death, and so all his power would mean nothing since the Spectre is an abstract entity itself.
Spectre has plenty of scans of his feats. I have the majority of them.
He is not below Death. Beyonder removed the concept of death so that all things can live forever. He can't reverse what beyonder did because beyonder does not allow death to exist.

And there's only one version of Molecule Man who could possibly beat Corrigan's Spectre. There are several others who would die quickly, so I'm not sure why you're going with the Secret Wars version when the OP doesn't specify.

Apparently that didn't happen, but if it did, that's because Lucifer Morningstar and Michael Demiurgos are the sons of God. While Spectre is just kind of an employee, haha
If Spectre's at his full potential, and so is Molecule Man, its a good fight and could go either way.
If its the current versions of both, Spectre would probably win.
