He is described as being one of the two most powerful beings in existence alongside Pre-Retcon Beyonder: When The Molecule Man comes to confront The Beyonder several of the most powerful entities in existence (Living Tribunal, Eternity, Master Order, Lord Chaos, The Gardener, The In-Betweener, Kronos, The One Above All Celestial, Mephisto and The Watcher) get the Hell out of his way. Oh and yes every cosmic being in this image did comply with Molecule Man's request. (I love how he acts so casual towards the High-End Cosmic Beings in this scene while they all freak out. Mephisto in his own realm is nowhere near the scale of Shuma or Cyttorak in their own realms.
Look at it this way. Galactus was stalemated by a Vishanti in it's realm. Whereas Galactus was eating Mephistos realm completely. And Cyttorak and Shuma are far above the levels of Mephisto.

Actually their not far above Mephisto. They are share common traits: One they were all equal parts of the Prime Evil, and their realms are actuall extensions of their individual existences (i.e. their realms are the equivalent of their imaginations).

I just explained this. Alright. Mephisto has shown no feats to put him on the level of Shuma Gorath. It's also been stated that the Vishanti don't even want to touch Cyttorak. Three beings that would pwn Mephisto don't want to touch this guy, and he's not above Mephistos level. Yeah.
@Tevnoba: If this is in their realm where they have all of their powers, they last longer. The speed at which you put them getting rape stomped is far too fast. I'd say they at least get to dish out what they have to offer before they get thrashed - but they get thrashed by MM, no doubt about it.
I don't know about Cyttorak, but Shuma-Gorath is far above Mephisto level, even if they do share common traits. Shuma-Gorath's mere presence while he is at full power is enough to destroy galaxies as when Dr. Strange had become the new Shuma, he had to release all of his energy before entering Earth's realm otherwise his presence would destroy galaxies, stated on panel. It was also stated on panel that Mephisto and Sataanish are like "mice in a great temple" compared to Shuma-Gorath in one of his lesser realms.
