Well you need SS powers to use the board, compared to the hammer that has its own poweres the board has its poweres from SS . So the only think it can do with no SS to direct it its looking pretty :P

Mjlonir>PC, as stated by SS! It's enchanted by Odin and a powerfull piece of equipment! SS board is a part of him and not really a weapon in itself, depending on what he does with it, but it actually holds no power, Mjolnir, on the other hand, holds enough power to give SS pause for concern.
Mjollnir is pretty useless if you're not a worthy Viking warrior, pretty sure the board is useless also unless you got some cosmic mental abilities to command it Mary Jane could fly it after Surfer gave her some of his abilities

Assuming I can use the powers from either, I'd go with the board.
You don't need to be all that powerful in the real world. I'm not going to seek out other cosmic beings to fight. So long as I can kick the crap out of the occasional mugger, I'm content. That being said, I'd go with the board simply because it's so much cooler to fly using the board than it is using Mjolnir.
I love the Surfer. I just like Thor. That being said, the board, by itself, grants you nothing; Mjolnir does. If we are talking about the board accompanied with the Surfer's power set, I would obviously choose him.

Flying with the board is infinitely cooler than getting dragged by a hammer. I'd guess Mjolnir also has the advantage of turning itself into seemingly mundane objects. Hence you could bring it through everyday security checks without looking weird.
