I'd back Todo. His ability could mess up Mirio really badly since he relies heavily on his orientation to fight.

Mirio blitzes. Todo scales to sub-sonic to supersonic fodders he wouldn't even be able to perceive him

Strongest (and probably fastest) Jujutsu Sorcerer Gojo's hard a**sing performance was supersonic. That was his top. And that guy is the top. Even "speedsters" in JJK like Naoya praised for "being able to surprass subsonic speeds" .. And Todo aint a JJK speedster so he is even below subsonic.

On the other hand even weaker and slower heroes and villains compare to Miri has hypersonic scales. And Mirio might be tapping into massive hypersonic level due to his portrayal and reputation over other mass hypersonics.

Mirio is much much faster. And about Todo's hax, he needs cursed energy to change places with something and Mirio aint have that even if he had he can go phasing and Todo cant touch. So Mirio kinda hard counters him.

So only thing Todo might have over Mirio are Strength and Durability. But actually even on that part Mirio could'be superior or at least good enough to not get overwhelmed by Todo cuz;

Mirio even without his quirk and while acting totaly defensive still forced Overhaul to his merged form and even then aint able to lay a hand on Eri.

And Merged Overhaul' strength and AP feats are >>> Todo.

Due to what Aizawa said and how All Might and Sir Nighteye praised him we can kinda get the idea of if he was a pro he would be in Top 3 or at least Top 5 for sure. And we saw incredible feats from no5 hero Mirko (which is far far higher than Maki ever did)

So Mirio is easily a superior char.

Most likely Mirio. Comparable power or Todo is superior but Mirio is clearly faster.

Todo. Mirio can’t see while he’s shifting/phasing so Todo just has to clap at the right time and he’ll go head first into a wall or the floor or his fist

Going with Mirio. His Quirk helps him a lot against Todo. And the latter isn't fast enough to blitz or outspeed Mirio.

Mirio is just far more balanced as a combatant and smart enough to exhuast Todo and get past his durability in the long run.

Stalemate. Assuming no vs equalisation, Todo can’t use Boogie Woogie on Mirio at which point it’s just Mirio phasing around and punching Todo while doing little damage.

Assuming Mirio has CE it’s still a stalemate but Todo does better.
