I see some people are impressed only through the animation itself and forgetting to consider that some anime doesn't have that kind of good animation but it doesn't prove that the characters are less slow.

The point is that even the pain arc didn't have flashy scenes but you need to look at the facts that Naruto and Pain were blitzing the whole city and even changed their battlefield(city) in a few seconds and pain was doing footwork.

Racer and Mirajane were just blitzing a small area.

So Pain is way faster.
