Deku downplay is showing here, this guy was packing an mountain to island lvl AP and has massively hypersonic speed which is comparable to SS kenny and SS byakuya stats, He could stop at kenny if he can't smash SS kenny durability but still his danger sense could carry him to SS byakuya where he finally stops here.

Ichigo's losing streak in Bleach is atrocious even against opponents that aren't even that much stronger than him. He had no business losing to half the guys he lost to. .

My bet is also that if any other MC who gave a damn was in Ichigo's position, they would have at least learned some Kido/Hado/Bakuda.

Well if it's guys like Naruto, probably not, considering how he only knows like 3 or 4 actual jutsu even as an adult. But surprisingly, despite being portrayed as dumb a lot of the time, Luffy has milked the hell out of the One Piece power system. He has learned advanced forms of each type of Haki. The only place he fails is not learning the Rolushiki techniques. But if Luffy was in Bleach, my bet is that he would at least learn the basics of spells.
