Eh, if we look at Bowsers high end feats he massively outclasses Midora in striking, DC, durability and possibly speed but he still has absolutely no defense against Minority World even in his strongest forms. So Midora- probably. Bowser lacks gourmet cells and the needed reactive evolution to overcome its atomic manipulation, so his atoms get scattered across the cosmos.
