Yeah, but, if Minato teleports and that is the base of his speed, Midnighter could detect the chemical processes in his brain and determine where he would most likely teleport, he would know all of his powers as well. I would say Lee, and Raikage have a completely different type of speed than Minato does. His speed is due to his teleportation, and Midnighter being the guy he is has the advantage with his computer. Midnighter is definitely not slow.

Minato's faster than raikage, he admitted it himself. Second hokage, and obito both are teleporters, in fact, obito's teleportion is better than either of the two. but neither of them are considered fastest ninjas in the world. Kakashi compared minato's bijju mode speed to minato's as well.
And anyway, it's rather obvious that minato is faster than pre-timeskip genin lee.
Even predicting all the situations doesn't mean he actually has the speed to keep up. The outcome prediction will work well with people in the same speed range, but if the enemy is vastly faster than you are, it'll only serve to depress you before the fight..

No it doesn't. Raikage mentioned and showed the time he got outspeeded......and Hirashin was used. Minato literally has 0 speed feats on any high level w/o hirashin.

no - that would make no sense, how would he be able to use his FTG on such a distance without having a seal there. And the second knows how fast he would be with his Shunshin so its no problem to make a comment on the 4th speed. (and theres is no other translation so its Shunshin not FTG)
