Strange with the Eye would win if he utilized it in time.
Otherwise Voldemort has too many abilities like teleportation at the Blink of an eye, flying easily, and tons of spells to distract Strange before killing him with an Avada Kedavara.
And clearly these two have very separate forms of magic so I don't think they would be able to directly counter each other's magic but Voldemort's abilities would help.
I think Tom is a much, much more intelligent fighter than Strange, who was fairly incompetent against Maw and Thanos, initially. Against Maw he initially went for the combo portal attacks with Wong along with mystic weapons, even though he had things like cloning, Mirror Dimension hax, the Crimson Bands, astral shenanigans and a goddamn Infinity Stone. He did better against Thanos but in the beginning he relied on mystic weapons and using his portals in a support capacity. I've heard Cumberbatch was unavailable for filming in a big way when shooting the Titan scenes, so that probably affected his portrayal.
Voldemort wins if they both go into it with their regular mindset, Strange at his best creates a shield, has the Cloak attack Tom when he Apparates or flies, clones himself and rips him apart with loads of energy whips.
Strange is capable of far more powerful magical feats, but Tom's powers are more nimble and synergistic. Probably Tom kills Strange while he is still not going all out ala Ebony Maw fight.
