Oliver does not have the physical feats to keep up with a super soldier. Him bilitzing random fodders is a average feat that pretty much every live action street leveler can do.
MCU Spider-Man runs Arrowverse Gauntlet
Interesting order to the gauntlet.
We've got Merlyn, followed by Oliver, then above Oliver is somebody Merlyn has beaten, and above them is someone Oliver has beaten, and above him is someone Merlyn has beaten, and above him is someone Oliver has beaten. Yet Oliver and Merlyn are both below all of them.
@jayskee: Quicksilver perceived Cap as a statue while Flash perceive Arrow as slow but moving so there's that.

That was mid season one Flash. He struggled going mach 1. Quicksilver is at least mach 4.
@fc_tsukihanami: In the same episode Barry ran mach 5
Calculations courtesy of @rbt
In season 2, Cisco said that Mach 3.3 would be his fastest. But since some guy/girl on the internet did some calculations it must be true. Man, I guess they know more than the writers of the show.
@fc_tsukihanami: And where did you get Mach 4 number for Quicksikver? Oh wait, some guy or girl on internet said that..
If you are using fancalc, use it for both characters. If you are using statements, use it for both characters. Barry is faster either way.

That was just a guess. He could actually be as fast as 60 mph for all I know. What I'm saying is that even much later in the show the characters themselves say that he's only reached the mach 2-20 range. So saying he's faster earlier in the show doesn't make sense.
@fc_tsukihanami: By a fancalc, QS is somewhere around Mach 3. But since we are not taking them in consideration, he is slower/just as fast as a bullet, as stated by director(?). So, just above Mach 1.
@rbt: So it's safe to say he's the about the same speed as Flash during the fight with Arrow, right? If that's the case then Arrow should be faster than Cap. That feels so weird to say.
Civil wae spidey could get to round 13. Homecoming spidey gets murdered in round 1 or at least beaten into unconsciousness.
That was a rookie CW Flash who couldn't even go Mach 1.
@fc_tsukihanami: I think RBT explained it well enough to you.
@jayskee: I already posted a gig of him moving faster then shotgun pellets despite not being in the area so he's above mach 1.
@danieldaripper: Barry needed 5 miles to run to use his supersonic punch against girder a few episodes prior, and was able to blitz Ollie when he stopped playing around, Ollie does not have supersonic reaction time

Arrow is much faster than Cap. And not based on just that feat. He has several other feats that puts him above Cap in terms of speed.
@webinyoureye11: Please look at post #53 I clearly said Flash perceives Arrow as slow but not a statue unlike Cap who was a statue to Quicksilver.
@danieldaripper: but all that proves is QS is too fast for cap. We have no way of knowing who's perception was slower between QS & Barry in those scenes
@webinyoureye11: Then lets look at both characters top speeds, by fan calc Quicksilver is mach 4 courtesy of Gubz, by fan calc Flash is mach 5 courtesy of RBT, if we were using statements stated by the director Quicksilver is as fast as a bullet while Cisco claims Flash to be around mach 2, logically someone moving that fast would need to react around the same speed or else the would crash so with that being said Oliver has better combat speed them Cap since he appeared to be moving while Cap is a statue.
And the writers are really inconsistent when it comes to real world physics.
