Yeah, Monsoon's pretty fast, plus his gear makes him almost impossible to kill. Maw's a glass cannon and one slash is more than enough to kill him outright.

What did Monsoon even do?

@sy8000: Magnetism manipulation and can split his body into pieces

@sy8000: keeping pace with Raiden, High levels of telekinesis, while in his magnet state cannot be physically harmed.

Few other stuff I’m probably missing.

@chronicplane: smoke grenades, extensive sai’s, can use his body as a weapon, can pin Raiden to the ground, has the ability to attack from all angles, can use his body parts as weapons, mastered the sai before he became a cyborg.

He only had the one fight with Raiden, but Raiden actually said that Monsoon definitely would have killed him, if he fought with morals.
