How punches work-
Damage comes from three things: (1) the impact itself, which may be manifested in, say, a broken jaw; (2) acceleration to the brain leading to abrupt contact with the skull, possibly resulting in concussion; and (3) the rotational force that twists the brain within the skull, increasing the severity of injury and the likelihood of a knockout.
Hardened skin protects against none of that. We see this in action and we know where luke scales. We had half an episode of track and field measuring him.
Deathlok literally has a faster sprint while pushing a bulldozer, meaning he generates far more watts of power in his legs and core, meaning he can generate far more ground force reaction thus putting far more momentum behind his strikes...meaning he punches harder than Luke as well, and yes, his actual punching feats show this.
His hardened skin does nothing to help against Mike. His added strength can help against his head snapping or turning, but we know how much it takes to snap his head...about the force of a shotgun. We know how much it takes to cause a dislocation or impact damage...once again, about the force of a shotgun blast.
Cage has super impressive armored skin...you know how you beat a guy in armor? You bludgeon him until his insides break.
Deathlok is more than powerful enough to do that to Cage. He is more than good enough a fighter to land on him and his feat against the vrelnexians shows is more agile with better reactions than anyone cage has fought, much less ever beat.
Shield team steams them. Everyone on their team is better than their counterpart on the Defenders.
