Hmmm... Let's see...
She can't put Thor down, who oneshots with Stormbreaker, or Cap, who KOs with Mjolnir, or Vision, who phase-kills. She has no answer to Strange's BFR, bands, cloning, or other hax. She can't put down Tony, who was able to fight comfortably with an IG Thanos in IW. There's the piercing durability argument, which would mean so many people oneshot here.
Carol has a better chin than Thor, who was KOed by the Sokovia explosion. That's the only good feat that makes her a high tier. She failed to hurt Thanos, failed to use her speed efficiently ever in combat, never actually fought any high-tier for any amount of time. Her flight strength is strong (missile feat) and she's more durable than a fatigued and bloodied Thor (who was oneshotted by Thanos after having fought for hours and already been KOed earlier on).
None of this suggests a damage output that will hurt people here, nor does it suggest she won't be oneshotted by Stormbreaker.
