pfft. Aside from carol and quicksilver mcu characters have been pretty much snails. Also carol is pretty much snail aswell in combat. Some decent reaction feats for top tiers and thats about it.
Carol stomps in a mismatch. She has greater travel speed than anyone in the dceu. Yes, even greater than daddy Superman. She literally flew to tony stark’s spaceship and back to earth in what? One night? And he was billions of miles away from earth. You can highball or lowball that however you want, it still makes her at least relativistic if not ftl.

They should've make DCEU Superman and DCEU Flash faster. Or at least DCEU Flash, since his only ability is speed, and he can't even fight properly like MCU Quicksilver can.
Only Live action characters who are faster than her are Smallville Superman, CW Speedsters especislly Barry, Jesse, Jay and Wally, CW Supergirl, Lanterns from 2011 movie + Parallax. Also 2006 Surfer probably and Thor via Bifrost.
I never saw captain marvel but I feel there is a lot not being taken into account. My first question is what the OP means they start at the same time? Like do we assume they start at the same time or is there a gun fired and both have to consciously start moving? If its the latter flash would react first and get a head start by extension. The other thing is the OP says its a race on earth. Moving faster than light in hyperspace is different than moving faster than light on a planet...Especially when you need to circle the planet. Carol could end up far off in space if she can't maneuver properly.
I think the biggest issue for Flash is the fact that he has no stamina feats really. Like he might theoretically have the stamina because of the nature of his powers but that involves some assumptions. I don't think DCEU Flash can even make a trip around the planet....So Carol might still win for the simple fact Flash wont be able to finish. But I don't think her just having better travel speed is enough.
