I don't think so. He has fights against physically superior opponents where he does well so it's not like he's only faced fodder.
I think we can get a pretty good idea if we look at feats where he didn't really abuse his physicals (or was facing an equal);
...or showings where he was severly outmatched in physicals or numbers but survived through skill;
Those are probably the most important ones. I'd say he can win this.

Nobu stomped a guy that knows 9 Martial Arts, on top of boxing, 'ground and pounding', tricking, trapping and escrima to the point he could combine them and make his own unique style.

His feats against fodder and physically superior foes aren't close to as good as Cap's. I mean Kingpin didn't even have striking feats outside Matt's range while Steve fought Ultron.
Going with Steve in round one. Nobu wasn't all that impressive without his weapon. That said, I'm not sure about round 2. Maybe Cap for a small majority for now.

Well yeah, If Matt had SSS stats he'd do much better too. I mean do you think Cap would of even stood a chance in say, the Elevator fight if he had Matt's stats?
When Matt is actually able to fight, uninjured he was taking on 5-6 Hand Ninjas with ease.

I agree which is why I think this is a good fight.
One could make the argument that Cap is the better fighter, but Matt has actual proof he is a master of multiple martial arts among other things and Nobu borderline embarrassed him, landing 3-4+ hits for everyone Matt tried.
As well, Nobu did not beat Matt due to being physically superior, he was significantly more skilled.

@the_magister: I agree. Nobu was very impressive skill wise but I think Steve is at least a level above him.
