He doesn't have too many reaction time feats, but he's capable of blasting Talons (who can bullet time and block bullets with their swords) out of the air, and was able to freeze a cop after they had shot at him, the bullet also being frozen mid-air. For what it's worth he also could freeze a group of people before they could holster their guns.
As for durability, his suit was no-selling shotgun rounds. That's the only durability feat I can remember really, so he's more of a glass cannon.
His blasts are somewhat close to bullet speed, but not quite there. If I had to draw a comparison, it'd be to the Ultron bot's lasers in AoU. They are fairly wide as they can cover entire human bodies upon impact. The freeze blasts can stalemate Firefly's streams of fire, which are basically just normal flamethrowers. One other thing to note is that if someone gets frozen, Victor can smash them (suit possibly enhances his strength) with ease, fundamentally killing them.
Victor also carries 'icy grenades', that can freeze entire rooms and corridors (and the people in them) once they're detonated. He carries a lot of them on his belt and they're really effective due to their AOE.
