It doesn't matter how far or close this fight is. Arrow and Deathstroke are plainly out of their tier here. Cap&Bucky stomp.

Green Arrow and Deathstroke stomp. Better physicals, better regen (specifically Slade - mirakuru serum is a miracle), durability (again, slade, but oliver isn't lacking in this regard), and skill.

Oliver is faster, more skilled, has better gear and is extremely accurate, but Cap can bench press more. I wonder who wins.

The Arrow wank is stupid high on the vine. Cap and Bucky win this easy. Cap has taken hits from Ultron, Thanos, Iron man, and more super powered and durable beings. Oliver wont land any arrows before Bucky shoots him. If it came down to h2h. Cap and Bucky both could beat either one of them by themselves.

Cool. When Oliver pushes a 58-ton bulldozer, or deadlifts a 35-ton steel girder after being shot, or runs 70mph, rips a log in half with over 7-tons of force we can put him on Cap's level. Until then, Oliver Queen will just remain a well trained peak human.
