Full CIA scene with no cherry-picking. Bucky is clearly attempting to escape. He goes through Tony, Carter, and BW before BP even engages (not to mention Steve and security before that). After BP ambushes him, bucky knocks BP on his ass and is halfway up the stairs before BP can pursue. Bucky can clearly take BPs best hits and is unharmed. T'Challa can't overpower Bucky's arm with his whole upper body and no suit. He attempts a reversal to flip Bucky down the stairs but Bucky takes him with. Even after the full body kick and falling one story Bucky is unharmed and escapes onto a helicopter seconds later.
Let me be clear though. I've never been arguing Bucky stomps BP. This is a brutal fight which Bucky only takes a majority of due to starting with the knife. If BP had the knife I'd argue it the other way. These two are represented as generally equal in skill. BP has a more acrobatic style, but he needs that extra force to try to deliver any real punishment on Bucky who takes his regular punches with ease. Even that simply has the same effect on Bucky as Bucky's Bionic arm has on BP.
Full initial fight Scene where BP ambushes him and has the upper hand, but still has to uncork the claws and can't put Bucky down before interference occurs.
Airport scene where BP again needs his claws and armor and still Bucky acquits himself against the assault.
Bucky is trying to escape this whole movie. He's not trying to put BP down any more than he has to at any moment. BP on the other hand is trying to kill or at least severely beat him down in every encounter. Even with the suit and the claws he's not stomping Bucky, although he would probably succeed eventually with them.
