This is a good battle. Given the setting stealth may help Widow a lot because I doubt she's dumb enough to run out into the open. If she did she'd die instantly, his aim is too good. But I'll wait to read other's thoughts on this.
And she didn't really beat him, she banged his head off the bar and he stopped fighting her, then she knocked him out while he was recovering from mind control.
Hawkeye should win. He detected Widow when she tried to sneak up on him in Avengers and he also detected Scarlet Witch behind him when she tried to hex him. Stealth should not work on him in this scenario. Also, he was winning his fight against Widow, before she bit him. Its quite possible he is more skilled than her if she had to resort to biting to survive. Since morals are off I see Hawkeye shooting her with an explosive arrow, or he can shoot a concussive arrow near her and KO her, like he did to a group of thugs during AoU right before Scarlet Witch tried to cast a spell on him.
It is possible that Black Widow may shoot him too though, but that's probably the only way she will win.
Personally I find Clint to be a overall more skilled combatant but widow seems to be a smarter and dirtier fighter which is why it seems like she always comes out on top. So probably widow for a slight majority.

Well I never said Clint was more skilled in hand to hand. I think based on civil war there at least equals though. Clint floored her IIRC, and than Widow managed to take advantage of Clint holding back. Granted you could argue Widow got the better of Clint in the original avengers in hand to hand, but that was years ago in MCU continuity so its possible Clint has just improved. I think Clint is at least as skilled as Natahsa in hand to hand, or maybe a bit more skilled.
The reason I say he is overall more skilled is because his marksmanship blows hers out of the water whereas he can at least contend in melee combat. Still Natasha has won all of there fights so far due to being more willing to go all out or by using the environment. So she'll probably win here as well.

Could go either way, tbh. Its morals off so Clinton would simply try to put an arrow in Natashajust as the fight starts. But Natasha has aim dodged him before. If it comes to h2h, I'll give Natasha a majority because of gadgets.

Still this. It would always be close if it actually happened but Clint stomps by feats.
Hawkeye for the majority. This fight depends on distance, really. Have a starting distance at 10 feet ^ and Black Widow wins. Have it be 15 or greater and Clint wins.
