I'd say John for now, we don't really know if the synthetic herb is weaker/stronger/same and natural herb. But we do know walkers ss serum is better than Bucky's.

Not sure John did anything as good visually.

Shuri got a double herb, she used her bothers DNA in the end for heart shaped herb and used the talkocan bracelet to get their herb.

I'd say they're about even. Shuri should be equal to T'Challa in stats, who is relative to Bucky and Cap. Walker is also relative to Bucky.

Shuri doesn’t equal T’challa.

The same way that Captain America doesn’t equal Bucky or John Walker.

Let’s say shuri has a strength of 2 pre-herb. T’challa has a strength of 3 pre-herb. Now the herb enhances their strength by 4x. Now Shuri is strength 8 and T’challa is 12. So you see how you can’t just say they both got the herb so now they are equal?

Take an average woman, and give her the herb, hell give her two herbs, and she wouldnt be as strong as an average man, let alone a man with 1 herb.
