These two are both stronger than superman and have similar abilities,but Despero's are just plain on a higher level.

Despero is a team-wrecker.  Maxima, when she's in her villain mode, is also a team-wrecker.
 
Personally, I haven't seen anything from Despero that leads me to believe that he has greater speed than Maxima.  I also don't think you can say that Despero wins because of outcomes against J'onn.

Maxima beat Someone who stomped brainiac or was it brainiac can't remember, regardless extremely impressive, Mind fuggled The JLA, one shot Orion with TP. She's just as good if not better with TP. physically she's on par with Clark. Bid say ol despero isn't winning this fight because he can't utilize all his normal tricks

OT: Despero is much superior in every way.

Despero is vastly faster, stronger, and way more durable, not to mention that he’s simply a far superior telepath.

Maxima is one hell of a telepath, but she pales in comparison to someone like Despero. Despero took on the JLA in psychical strength and put Jonn down like a dog.
