Honestly we have not seen enough to compare sabo, Marco(after timeskip) and donfla.

The three of them should be in the same ballpark and honestly I'd say Donfla>Marco>/=sabo, but it's really close.

We know too little about jack and poor old burgess is in for another one sided beat-up

This is all speculation imo so going by the virtue of greatest threat I would say Fujitora comes out on top with his gravity hax. Marco as a runner up though.
