Honestly Makima should win this, it's more likely that she'll land a killing hax attack than it is for Cathleen to realize that incap is the only win condition against Makima

It's stated in the OP that Makima gets her contracts with the Devils. But does she also get her contract with the PM?

Because otherwise, one shot is all that's needed to take her down when she can't redirect the damage to the citizens of Japan.
