I don't know, maybe the fact that powergirl is on the level of wonderwoman, (not necerssarily her equal, but on her level), and also didn't he die in the same issue, and this might sound ageist (if that is the right spelling), but he is a boy isn't he, and wouldn't that mean less experience?
No, it's "doubtful" because he didn't show any kind of strength with which to support the statement in any kind of real way, not because he died in the same issue (which had nothing to do with strength, but because he gave up his life to close a black hole) or because he's a child (since his people measure their lives in millenia, he was born into a war and his father is one of the foremost warlords on the planet, it's completely possible that he's older and more experienced and skilled based on that).
Hmmm, kind of want to change my opinion now. After looking at it again, Majestic said Majestrate's replacement body would give him abilities beyond even the most powerful Kherubim. That would give us something to gauge his powers with. If that includes Majestic (which it might not since Maj himself has been altered to reach his current power level) then Majestrate should win (even if he's distracted, any attack she uses while he's not focused would just bring him back into the fight and wouldn't kill him). If it doesn't then it's harder to tell since there aren't many pantheon members we can use to judge standard Kherubim power levels. The only other one we've really seen was Imperator. However he was able to fight Helspont and a weakened Majestic (not at the same time) so that might suggest that Majestrate would be strong enough if he's stronger than Imperator.
