Ok both guys get a army of a dozen thugs.  Also it's how the Mad Hatter was written in the Secret Six. He was formidable evil genius that was able to turn Gotham City PD into his own army through mind controling devices.

I know Mad Hatter had a serious boost in secret six and that outside there he hasn't displayed anything similar to that level, however this is mad hatter as in Secret Six
