Lugia vs Rayquaza
Rayquaza. Not only is it the master out of the trio (rayquaza, Groudon, and Kyogre), it also stopped the other two from fighting.

Lugia is faster, and while its attacks are lower than Rayquaza's defenses, it makes up for the second round of damage in both defenses and a slight HP edge. In level up its almost dead even in high damage moves, but Lugia's TM list includes ice type moves, which again, would slaughter Rayquaza in two rounds. Plus Lugia learns the powerful Dragon Rush by level up. Lugia wins 7/10.
Wait are we talking gameplay or movie versions? is its gameplay then its not as easy as it sounds. First we need to look up there max EV/STATS, then look at what kind of moves they can learn and trying the right combo to defeat one another witch would be a very long debate as there are 100's of combos

He took down the all 3 legenadary birds with 1 blast.
He's also psychic which makes him powerful.

@XImpossibruX: Has Lugia shown that he can use an Ice Blast in the movie? it is an long time since i saw that move :), dind;t he get beat or tired or something? Rayquaza held his own against Deoxys who is extremly powerfull and kept regenerating and IIRC Rayquaza still won. Later he fought against an army of Deoxys clones and went up against (IIRC) the two forms of Deoxys and was putting up an fight. His Hyper Beam or regular blast can't remember witch one it was, took down an barrier that was protecting a: building or b: the city, showing Rayquaza has some serious power. I'm to tired to look up the movie with Lugia i will do so tomorrow need some sleep :)

I don't know why, but when I read the Battle I thought it said Luigi rather than Lugia..
But Lugia should win from his Ice powers
Lugia wins, game wise OR movie wise. Game wise, Lugia can learn much more variety of attacks, including ice attacks which are super effective against dragon types. Movie wise, Lugia took Shadow Hoopa to his limit. A Pokemon that would summon and defeat with ease multiple legendary Pokemon just to entertain the people!
Shadow Hoopa vs Groudon AND Kyogre: Shadow Hoopa wins easily! Shadow Hoopa vs Zekrom, Reshiram AND Regigigas: Shadow Hoopa wins easily! Shadow Hoopa also bested other tough (though not quite as powerful) Pokemon like Dragonite and Steelix. But Shadow Hoopa vs Lugia: Lugia scores more hits on Hoopa throughout the battle and just about won, only "didn't win" because Shadow Hoopa summoned Lugia back to the sea!

Rayquaza routinely smacks around Kyogre and Groundon, two continent level Pokemon.
Lugia struggles against the bird trio.
Without knowing versions, I don't see how people can really pick a winner.
Lugia's still my favorite pokemon, but Rayquaza is at least on his level. In terms of anime versions, I don't remember one being far more powerful than the other, and game versions depend on what's being counted.
Lugia he's like the only legendary that was summoned who actually wrecked Hoopa to the point where Hoopa had no choice but to BFR him due to how much lugia manhandled him.
oh please don't bring up how rayquaza owned kyogre and gruodon. Hoopa no-diffed and beat their asses. same Hoopa that Lugia manhandled like a bitch.

anime: idk, Ray beat Kyrogre and Grounldon, while Lugia annoys Hoopa (who was way to op in the movie lol)
games: Ray takes it, he is the only "anything go" tier pokemon as of now
manga (adventures): Ray stomp hard, the dude saved earth from a meteor so strong it will make earth exploded (although Lugia stand against quit powerful trainers army)
Still stalemate. Lugia is perhaps just above Groudon and Kyogre but equal to Rayquaza. Hoopa Unbound was even with Lugia...Rayquaza wouldn't be able to beat Hoopa Unbound...they would tie, heck it can be inferred that Mega Rayquaza would stalemate Hoopa Unbound since Mega Quaza was in the Hoopa movie. Lugia is equal to Mega Quaza. I think Arceus, Dialga and Palkia can beat Lugia...but Rayquaza? nah, I think Mega Quaza is equal to Lugia. Lugia has very good HP recovery roost in the games (more 'bulkier' than Mega Quaza) plus it has the threat of a powerful ice beam and signature Aeroblast so that should translate the same in the anime. Yes, I agree that Rayquaza without going mega would be able to handle Articuno, Zapdos and Moltres easily but Lugia's showing against evil Hoopa Unbound was impressive so it looks like a tie between Lugia and Mega Quaza
Oh I forgot to mention, I think Giratina can beat Lugia too since Giratina is basically The Devil of the Pokemon Universe and we all know how powerful The Devil can be. Also, Lugia probably loses to Mewtwo since Mewtwo was specifically engineered by scientists to be the most powerful Pokemon in the world and the scientists seemed to have made their dream come true. Ho-Oh is equal to Lugia, Ho-Oh is like a legendary phoenix, with perhaps immortality...and it created the 3 beasts...so that further shows Lugia's power. Mew beats Lugia because it can transform into any Pokemon and it is very powerful

@highmantra_x0sp: Toxicroak and TalonFlame are pretty good at stopping Serperior too tbh.
@gelato_exotic: Talonflame is Gen 6 so that´s outlawed and nobody likes gen 7 where you can get TalonFlame. Any Ice, Fire, Poison, Flying, or Bug-type pokemon has the jump on Serperior/Grass types. Toxicroak on the other hand... 1 shotś Serperior but Toxicroak stays trash.
