Nobody notices, thats the whole point. After she touches someone, its as if they never existed. Thats why I said send her in alone. She could just walk into town touching people and literally nobody would notice, even as the entire population dissapears. It should also be pretty obvious to her where the hokage is, given its pretty clearly signposted.
They'll notice because someone will see her do the action, I don't think it's very realistic to think that no one will notice a little girl nobody has seen before walking around let alone turning people into dolls. Given the sensing nin, spec ops nin and Byakugan clan I highly doubt she'll go completely unnoticed throughout that whole process.
But once she turns someone into a doll, its over. Everybody thinks the doll was already there, and that the person never existed. This is to such an extent that when an army was attacking her (with full knowledge), the comrades she turned were immediately forgotten as having never existed. Without knowledge on Sugar, nobody will notice anything is wrong, and nobody will do anything about it. Also, who's gonna use byakugan on a random little girl.
There'll still be records of them being alive, so people will be able to tell who's missing. Also a whole village full of tactical geniuses and ops nin and you really believe they're just going to let a random girl walk into the village with no one questioning why? It's because she's a random little girl with no records of ever existing that would have people wary of her in the first place, not to mention the fact that child assassins do exist in Naruto.
They could bring in a yamanaka clan member to enter her mind interrogate her if need be, letting any random individual prance through the village is assuming everyone in the village would turn a blind eye to Sugar's presence because..she's a little girl? As if children haven't been trained to go on life threatening missions to other villages before.
