Luffy is more skilled, but composite feats?
Here is the flaw with composite versions in manga vs. comics.
Luffy is the titular character in a Shonen-esque manga, usually written by 1-2 groups at the most. His feats will only get better as the series progresses. It's about "how good can I be to go get the thing or protect the people from the thing". Luffy's low feats, like with most titular Shonen folks, are early in the canon.
Hulk is a comic book character and has been written by at least 8-10 different teams and exists in at least 4-5 different canons. Which means he will have feats that do not progress linearly, and anime fans look for the low feats to discredit the character. And I believe if you have to find an outlier low feat (or 2, or 5) to discredit a character, it means the anime guy isn't good enough to take down the comic book guy.
If Luffy can beat Hulk, it should be because Luffy is better in the fight displayed than Hulk, not because Hulk had some low showing by some random writer who did 3 issues 17 years ago.
As for the fight itself, with the stats equalized, it means what?
It means Hulk's HF and strength are nerfed (because these are superior to Luffy's, even in Gear Fourth), but his speed and tactical expertise (because intelligence is a stat, otherwise Batman would get his tail kicked three times as much as he does).
If you gave the Hulk prep, he BFR's Luffy to some water because IIRC, devil fruit folk can't swim.
So basically, is Luffy a more competent fighter than standard Savage Hulk? Yes. And for that, he wins. If you equalized him and Green Scar, we'd be having a different discussion.
