As for Layer, These Layer are incidental to real universe.Indeed Layer can have mythical world, But These world is unclear and incidental to real universe. It is like microverse or Marvel's Asgard like world which is incidental to 616 earth. Layer is layer of the universe, It is not real universe, The Universe is changed by Layer, But Real Universe is only one. Magic God can reality-warp universe by creating layer and putting it on existing layers, But They can't reality-warp real backbone universe directly. All they can do is to change universe by putting layer on existing layers and real universe.

The World(Universe including Phases) in Index is not a pristine untouched world. Several layers have been applied on top of it, changing how things appear to be, much like a veil or filter. For a simile, imagine the World as a beautiful picture in a canvas. When you look at a picture, you're not seeing the canvas' surface or a single layer of paint, you're seeing multiple layers of paint at the same time, and even more layers are completely covered by the layers on the surface. These layers are the Phases. Just like the combination of paint layers makes up the painting, the combination of Phases makes up the World.
But im not saying that High Priest is weak or only universal he's probably stronger than Anti-Monitor and The Spectre but not Michael or Lucifer level.

The non existant place you're referring is probably the Hidden world a special layer they created for themselves. This layer was something not even Othinus managed to destroy when she wiped out all other Phases and made that black world. Though that may be because she didn't know it existed at the time.
