@traskindustries: In all fairness, when he was depowered, he was genuinely so; only relied on physical attacks, and never proved capable of anything else(apart from having far greater strength and resolve than a regular human-being).

Giving an hour of prep to a master manipulator, someone who is able to make anyone do anything for him and is able to trick gods into doing his dirty work for him isn't recommended. Manhattan has been shown to be emotionally unstable, which is something that can easily be exploited by Lucifer and turned against him.

Dude punked the Japanese gods while having no powers whatsoever and made their finest warrior switch sides, tell him everything about what they were planning, and convinced said person to allow him to kill her at her request. Manhattan has no chance.

I don't know about depowered Lucy beating him, but regular Lucy should take it. Dr. M is no slouch though. We aren't entirely sure how yet, but he was able to rewrite the DC multiverse and either destroyed or imprisoned anyone who was aware.

It's uncertain, there are not enough proofs suggesting that Dr.Manhattan did such a thing, and if he did, how? maybe he pulled and he put together different alternate universes, in the form of strings and if it's the case, then he worked with something already existent.

Dr Manhattan, no matter how many Universes he creates or destroys cannot reasonably surpass Lucifer unless he can prove that his Cosmological Metaphysical Reality Warping Levels transcends the Source Wall... Multiversally.... while Lucifer and beings within his level of power (like the Endless) and Michael included, they all fuck with the Source Wall/Totality which transacts on several levels above Infinite Layers of Multiverses (Source Wall > Monitor Sphere (sees everything below as fictional) > God Sphere (likely Infinite-D) > BleedSpace/Hypertime/Metaverse (creates Countless Chains of Multiverses where each Universe likely has Infinite Pocket Dimensions... over and over)) by compositing the DC Cosmology.

So far, everything he does seems very Bleed Space level as his feats are colloquially themed with mere Quantum Physics.

By virtue of being pseudo-canonically more powerful by cosmic hierarchy, Lucifer >>>>>>>> Dr. Manhattan for now.

Of course, my reasoning has flaws, Lucifer HAS been retconned both by Overture, the new Sandman Universe and even N52. It is questionable if we can still apply Lucifer's Source Wall feats to current N52 Cosmology.

Pitting Lucifer against cosmics from other beings in DC/Vertigo is fine so long as we can get an agreement of standards, what I'm against is like trying to compare him to Auau or Beyo because DC's Cosmology is screwing M. Carey's cosmology up.

@abstractraze: Actually, it’s been pretty well established that he took roughly 10 years away from the DC multiverse and changed other various things. Wally West is one of the few people who realized it when he came out of the Speed Force, but he isn’t sure who’s behind it.

We still aren’t sure how he did it exactly, but I think it’s safe to assume he simply willed it with his powers since he doesn’t use tech or anything, like Krona.

Reminds me of how TOAA created the Marvel Multiverse (First Firmament obviously first) but we've never seen how exactly he did it exactly to create the Multiverse to gauge the feat.
