I dont know. Lucifer Morningstar in the DC/Vertigo Universe is higher than a Fully Powered Spectre. And Lucifer is noted as being Relative Omnipotent just as the Living Tribunal is. The Emperor Joker, would only add fire power to the situation since he seems to have limitless Reality Warping powers. I dont know about this one.
