Lex Luthor wins this. Of course either could win, but the majority would go to Lex. He is more of a pure intellect. Doom has a lot of tools that help him be successful while Lex depends more on intelligence, planning many steps ahead, and manipulation. Plus, as mentioned he has shown skills in Chess in the past. The greatest criminal mind of our time wins the majority.

It would likely be a stalemate -- you can only get so good at chess. But, if I have to pick... Luthor was outsmarted by Batman, right? He has an IQ of like 190. And Doom goes against Richards, who has superhuman intellect. Both of them fill the schemer, chessmaster archetype, but I'd say Doom is better at it. Besides, Galactus > Superman.
