Silver Surfer wins. The only times Thor defeated him was in Blood and Thunder, and yes, he was amped even before he got the Power Gem. Thor has consistently shown that even going all-out, he isn't powerful enough to defeat Surfer, Beta Ray Bill and Adam Warlock so easily, let alone when fighting more than 1 of them at the same time. Even if we are generous enough to consider Thor just as powerful as Surfer, or even slightly more powerful, that still wouldn't be enough to justify his performance. And you can't hold back durability, so Thor's extra durability can't possibly be justified with him just going all-out. Specially when he shrugged off the powers of the Mind Gem and Soul Gem, which he sure as hell can't do at normal power. And as for Thor stalemating Surfer all the time, it's because the latter holds back against Thor more than the other way around. After all, Surfer is a lot more of a pacifist than Thor is. Rant over.

OT: Surfer takes this by blasting Thor with multiple planet-busting blast.

The person said that Thor can't beat Bill as easily as he did in B&T, which is probably true. The first time they fought in B&T, Thor basically ignored his blows, hit him multiple times, and sent him so hard he was crying in far space. That's contradicted by like all their other encounters.

But yeah Thor beats Bill, I just don't think he does it that casually.

Where, because Lee generally showed Surfer to be superior to the likes of Hulk and Thor. He had Surfer do better against Hulk then he had Thor. He gave Surfer better feats, he basically put Surfer in another weight class. All Lee said is that Mjolnir is more powerful then the power cosmic or sth like that, but that's no longer applicable because

1. The Power Cosmic has gotten way haxier, more versatile, and more powerful over time(the last one mostly due to trial of Galactus)
2. Mjolnir has devolved from a super versatile weapon for a god to a hammer that can shoot lightning.

Yeah in the classic days, Mjolnir was a pretty versatile weapon that Thor used for lots of hax. Over time though, Mjolnir has gotten less and less haxy, and now it's kinda just a special hammer.
