Legion. It's hilarious how every battle with Superboy Or superman ends with a speed blitz.(people thinking that)

Like its even gonna be relavant.legion can manip his own Speed to whatever before battle starts and he can just put up a forcfield around him before the start.

Legion clears this easily.

Legion just TPs him, lol.

If Legion has full control then he can't be blitzed cause his powers include:

- Phasing powers

- super speed

- future sight

- teleportation

- time manipulation

Kinda hard to get blitzed when U've got all those powers.
