In regards to the capabilities of both characters, Legion is more powerful but less stable in terms of consistency, while Monarch has other ways to win (BFR via Quantum manipulation, etc)
However, Monarch seems to lack resistance to telepathy, something that his opponent has in abundance. Therefore, it is most likely that Legion will win by using his telepathic force, unless he is burdened with a bad personality.
