Possibly a retcon. Considering all the other things they retconned I wouldn’t be surprised they decided to change that too. It’s not like it makes much of a difference in the end.

It was never confirmed Gohan was stronger than Raditz and his attack took Raditz off guard. Piccolo's special beam canon is a piercing technique. That's like saying Nappa or Frieza had a power level lower than Krillin because he could cut them in half with his destructo disc.

Raditz suffered a lot of damage because of Gohan's attack, if he had been stronger, he would not have suffered so much damage.
The Kienzan ignored Ki durability, special beam canon did not.
Raditz has less than 1,300.
@camilopezo: The special beam canon is an extremely potent attack, and we saw that it would have worked against Frost who was much stronger than Piccolo as well, and it even pierced Vados' barrier. SSB Goku was pierced by a common ray gun with his guard down, Raditz being hurt by Gohan while unprepared doesn't really prove anything either. I'm not saying Raditz shouldn't have a power level below 1,300 I'm saying that him having a power level of 1,500 or 1,600 isn't really impossible either.
@alextheboss: Do you think Kid Broli could’ve had a power level of 10,000? The scientists did say that his power level fluctuated wildly.
@mainjp: I doubt it, they would have made a bigger deal over that.
