Pakku is comparable to Korra's water bending than her Airbending.

Unless Pakku's unfamiliarity with airbending causes him to lose, I favor him in a close fight. Korra has a lot of power and airbending is very dynamic. But Pakku is one of the best non-bloodbending waterbenders we've seen.

In the catacombs I think Korra can handle him

in a close fight. She’s more powerful and mobile, and really quite skilled with air as well.
