Heisei lops his head, Kong won't. Spiral Ray contains clusters that tear into flesh. Anyone who doesn't think this is impressive needs to objectively analyze each beam aspect, and no it has nothing to do with overloading the kaiju. IT is Heisei Godzilla's super weapon version.
