I'd go with Kokuto due to the upcoming scailing we might get due to the Hell Arc beginning. But in just their regular composite feats I'd have to say Arturo would own Kokuto's ass with low-diff since he had made the entire Gotei 13 retreat from him in the beginning parts of Bleach : The 3rd Phantom.
