Nezu has the hype to beat him, so does Komada arguably, but they don't really have the feats. Stops at Jerry most likely.

I see Koga possibly clearing because Jerry got negged by Ohma the second he got serious.

Stops at 2 or 3, in all likelihood.

By scaling to Kokuro and beating 6 worm agents he should probably beat the Deva king after a tough fight.

But you could argue Koga did so good against Kokuro due to knowing his fighting style, but from what we saw from the Deva king he didn't have any trick up his sleeve like Kokuro's stinger but we never saw him fight anyone on his level.
