Kirito did not shook the universe he shook the space around him and as far as we know the shokwave traveld up to 100 meters (the distance between him and mechadragon). He also didn't shook stars beacuse the line go like this "The stars seemed to waver" the main word here is seemed like which implise it was told throw POV and not naorrator and was an exageration Just like the universe shaking which goes as follow "As though the entire universe is shaking" which is saying that it only felt like it's shaking. Kirito does not poses Law, probabiltiy or reality manipulation for many reasons.
Law and probabiltiy are not comming from him and he cannot used it on People that thing Come from the system beacuse the system in underworld was desined from People memoris and basicly if you are absolutly 100% that what you belive is reality then system thinks it is.
Thats also the Point why kirito don't have passive reality warping he cannot have it beacuse he don't have enought willpower to effect every thing in underworld
Plus as we alredy astablished underworld is not a reality it's a seed and system maid by People and the description of Reality warping on your own Page says "The People who can effect REALITY" so yeah its not a reality warping.
As for his speed he needs exatly around 4-6 hours to travel from Admina and Cardina which are supposed to have the same orbit and don't forget that when plents have the same orbit they are not from on side to another but they are placed like this.......the sun or star and one other planet are in a horizontal posision and the the 2nd planet would be either 60° up from the sun or 60° Dawn from the 1st planet. So the distance would also be relativly small so what is true kirito has Relatevistic reaction speed but his travel and combat speed are far slower.
