Arthur with like no difficulty. Fisk doesnt hit has hard as the Karathen.
But he sure as hell hits a lot harder than Murk in a power suit or a grenade.
Probably kingpin. He is stronger and his body would take up like half the cage so there isn't room to maneuver.

Striking power:
Not actually ever got around to watching the full JL film. Aquaman doesn't have any impressive H2H striking in the solo film so I'm assuming Aquaman's best striking is against Steppenwolf or something. Kingpin on the other hand busted the side of an entire skyscraper with his hardest strikes. As crazy as it is when you think about it, that puts him on MCU Hulk / DCEU Superman striking level. Clear winner there.
Durability:
Relevant to this fight, Aquaman's best blunt force durability feats are no selling a fall from 10k - 15k feet, tanking a grenade (no visible damage anyway) and tanking a low end punch from Superman. Kingpin's best durability feat is definitely no selling multiple full power strikes from a prime Spidey. A spidey who was able to casually swat away a large car flying through the air towards him with a back hand. Spidey wasn't even looking as he sent the car flying dozens of feet, and he did it so damn effortlessly too. So kingpin no selling his full power shots says a lot.
Speed and agility:
Kingpin is a bit weird here. He's too damn lazy to move his whole body, so he isn't dodging for shit. However he does have very impressive reaction speed and combat speed which allow him to tag Peter and Miles in CQC with his punches and grabs.
Conclusion:
Aquaman was hurt in his solo film by a grenade in much the same way a normal person can be hurt by a solid punch to the chest. Not necessarily any visible damage, but it sure as hell hurts and enough of them and you'll go down for sure. Kingpin hits a hell of a lot harder than a grenade in the Spiderverse, and he does it fast enough to tag Arthur.
Arthur on the other hand lacks the striking capabilities to put Kingpin down. Kingpin via KO, as I very much doubt he could outright kill Arthur.
@frombeyond: To be fair that building was made of glass. I don't agree kingpin is quite as strong as high tier live action characters.
@jashro44: Made of tempered and laminated glass as per the building requirements in the US. That gives it a breaking strength of 25,000 - 35,000psi depending on the processes used. If we take a middle of the road figure, we get 30,000psi to break it.
Steel has a breaking strength of 40,000 psi. So if kingpin shattered over 50m of a glass compound with 3/4 of the strength of steel, I'm gonna go ahead and say his striking is up there with the high tiers. Because he could certainly bust large areas of concrete or steel etc.
His strength is nowhere near comparable, but his definitely is.
