I'd back Peter, he's just kind of better in most aspects. Best feats I recall from B is basic bullet-timing and surviving a blimp explosion off-screen.

Koku is extremely fast to the point that when he and Izanami fought during a rainstorm that the rain drops were moving in slow motion while they battled each other. Then you have the incident where Koku fought Luna at that shinto shrine, and where moving so fast that they were imperceptible to Keith Flick. Koku can also fly and has a pretty good healing factor as well.
